The bulk of the FF characters are concentrated in the Hollow Bastion World and feature heavily in the storyline of that world's plot. Thus once Hollow Bastion's storyline was resolved in KH2, the world faded from plot importance and with it the number of appearances from FF characters as between KH2 and the KH3 DLC, iirc only Zack Fair in BBS' Olympus Coliseum was the only time a new FF character appeared.
Therefore I would suppose that Nomura's mistake* would have been integrating most of the FF characters into a single world and not dispersing them into more Disney/Original ones naturally, much like how Seifer's gang appeared in Twilight Town or how Hades summons Auron to fight Hercules.
Of course as the franchise has progressed, we see Nomura favouring his OC characters more and more - especially since the whole Verum Rex plot in KH4 is simply repurposing his ideas for the scrapped FF: Versus XIII game.
*Or not since he himself seems to think the FF characters are not really integral to Kingdom Hearts even though many fans would disagree which caused him to backpedal since he had to put some in the Remind DLC.
