Arkham is my favorite character from entire DMC franchise. He has it all he is dark and mysterious, powerful and dangerous, witty and smart...
But what role did he play in DMC3? There are some unexplained scenes like this one:

Why did Arkham emphasize the word fear so much? What did he mean by his rambling in that scene?

Arkham just like to talk like that, especially when he talk about the legend of sparda and demon world... It's his personality

By "fear" he means power. The tower terrified mortals through its tyranny, and it's that power he wants because he's a real sick puppy.

He's probably getting a tingle in the pantaloons over the prospect of being able to do a ton of evil with that power. ...So to speak.

His role is the anti-protagonist. He's neither antagonist, nor protagonist. He has his own agenda, using Vergil to open the demon world. But Vergil tried to kill him before he could use him. Later, he got the chance to get into the demon world and take the sparda lifeform, but ends up mis-using the sparda powers. Both Vergil and Dante killed him with mere weapons and human powers.

As for why he talks in fear rambling... Think about it. He wants to be the king of the demon world where he can control the earth by fear. Kinda like how the media uses their "platform" to instill fear into people. He wants people and demons to recognize him as the supreme king.

Dante spent the entire Devil May Cry series to prevent the demon world from spreading into the real world. It would be apocalyptic.

Interesting he uses the word "god" several times in the game, as in "wait for the birth of a new god", yet he's only assuming the power of Sparda onto himself, and Sparda was not a god. I assume it's something to do with the Japanese translations wherein Sparda could easily be considered "god-like" while not actually being a god. Happens in DMC5 as well where they translate "shin" into "sin" for the Sin Devil Trigger. "Shin" meaning true/real, but also meaning godlike.

But his main intention seems to be he wants to become an (evil) god and rule over mankind. Interesting contrast to Vergil since Vergil does not share this desire, he just wants the power of a god.

He's the antagonist/villian of the game. DMC3 was pretty straightforward in that regard. He, Arius and Sanctus fit a recurring theme of power hungry humans who sold their humanity for power. Arkham just did it the best.

In that scene Arkham was explaining the appeal of Temen-ni-gru to Vergil. Its showcasing his reasoning why he chose the tower in the first place.

He's my favorite villian but I wouldn't say he's a super deep character.

@Carlos an "anti-antagonist" isn't really a thing. Arkham is just the antagonist/villian of the piece.
